The Carmen Saeculare Centre for Culture and Arts in Piatra-Neamț is a public cultural institution under the Neamț County Council. Its institutional history goes back to the county folk-creation organisation established in April 1968. It adopted the Carmen Saeculare name in 2001 during a reorganisation. Its activities encompass the preservation and promotion of traditional culture, the Floricică de la Munte folk ensemble and the Popular School of Arts. Concerts, festivals and educational programmes connect its work with communities across the county. The county cultural centre of Neamț, seated at Piatra-Neamț in Moldavian Romania, carries the name Carmen Saeculare and runs the county's concerts, folk programmes and publishing. Its best-known undertaking is Vacanțe Muzicale la Piatra-Neamț, a summer festival first held in 1972 that sets masterclasses beside an orchestral series in the mountain town on the Bistrița; the forty-third edition of it opened in July 2016.
