The Udmurt Philharmonic was created by government decree on 21 August 1938, growing out of a concert society active in Izhevsk since 1930; its state symphony orchestra sits under that roof beside a choral capella, a folk-instrument orchestra and the song-and-dance company Italmas. Since 1958 the house has run an annual festival devoted to Tchaikovsky, who was born nearby at Votkinsk. A full season adds up to roughly a thousand concerts across the republic.
